To view Flash-based content, you must have the Macromedia Flash Player installed.
Can you view the swf file in Flash player?
If you can, does this problem only occur in FrontPage 2002?
If so how do you add the swf file into FrontPage?

Normally we use following steps:
1. Open the Microsoft FrontPage Web page where the animation will be inserted.
2. From the Insert menu, select Web Component, scroll down and select Advanced Controls, then Plug-in. Click Finish. The Plug-in Properties box pops up.
3. Under "Data source," click Browse and select your Flash file, using the .swf file. In the "Message for browsers without plug-in support," provide a brief description of your animation. Select an appropriate height and width for your animation. Click OK.

Sincerely,
Webmaster
