Sure.
This template has used the effect "ResourceAttached >>OneByOne>>TwinklingStars". Following these steps to create text effect showing for one time.
1. Create a new movie clip symbol (ctrl+F8).
2. Input text in the first frame of this movie clip.
3. In frame 25 press F6 to add a keyframe. And give "Stop()" action to this frame.
4. Come back to the first frame. Choose the text and click "Modify--> Break Apart".
5. Then right-click and choose "Create Effect..."
In the effect dialog, choose "ResourceAttached >>OneByOne>>TwinklingStars".
6. Switch to main movie and add an instance of this movie clip to the stage.

Preview the movie and you get the text effect shows only once.

Sincerely,
Webmaster

To add an instance of this movie clip to the stage:
Please look at the Library panel. If the Library panel does not display, click "View-->Library" to open it.
Choose the movie clip symbol you want to create instance and drag it from the symbol list to the stage.
Learn more by viewing the chapter "Using >> Symbol&Instance >>Creating Symbol" of Help document.

Sincerely,
Webmaster
