Using the javascript:window.open("http://www.sothink.com","_blank","width=800,height=600,status=no,toolbar=no,scrollbars=no,") technique opens two identical windows in IE10 but not in FF or Chrome. This seems to happen when a visitor has accepted popup window from the site.

I want only one window to open! How can I do that?

Although I don't have the time right now to test this theory, I think you may be able to avoid that problem in IE10 by using GeyBox, http://orangoo.com/labs/GreyBox/.

Two windows opens with normal links too if target is set to _blank and user has allowed popups from site.
The solution came from spoonfrog in this forum:

javascript:window.open('URL GOES HERE','_new_window') and set target to _self
