You need the DOCTYPE declaration. The problem seems to be with your menu code because I created a very simple menu and added it to a page with the XHTML 1.0 Transitional DOCTYPE and the background changes on mouseover: http://bestwebmenu.com/menubg/

If you will upload your .pgt file and provide a link I'll try to find the time to look for the problem; however, I don't have much spare time this week.

It looks like a simple fix. Place a # before the mouseover Bg color code. It worked without a DOCTYPE declaration because that puts browsers in "quirks" mode which often ignores coding errors.
